Joe Hicks is a former Research Assistant for the National Weather Service. He was initially stationed in Pittsburgh. During his work, he became smitten with Gale Tremont. While assigned to an observation flight with Tremont on 10/20/05, he saw her leave the aircraft and found out she is a parahuman. The two later formed a romantic relationship, and Hicks financed and built a secret Aeyrie for Zephyr on a hilltop near Pittsburgh. He also followed her to Los Angeles and currently lives in AlertForce Mansion, acting as computer expert for the team, and quasi-sidekick to Zephyr.

He is also a partner in SeTec Inc., a security consulting firm, with Jurgen.
